Associate Professor Talat KAYA obtained his bachelor's degree from Ankara University Law School in 1998, his LLM degree from Vanderbilt University Law School in 2005, and his Ph.D from Ankara University in 2013. Dr. Kaya commenced his professional journey as a trainee judge in 1999. Subsequently, in 2000, he began his tenure at the Undersecretariat of the Prime Ministry for Foreign Trade, which later evolved into the Ministry of Economy and subsequently the Ministry of Trade. During his time there, he extensively engaged in various aspects of international trade and investment law, contributing significantly to the negotiation and formulation of numerous international trade agreements. Dr. Kaya actively participated in many trade disputes Turkey was involved in, especially concerning trade policy measures such as anti-dumping, subsidies and safeguard actions. He also provided legal advice to multiple firms facing challenges in international trade and investment problems abroad and participated in meetings discussing these issues.
Since 2018, Dr. Kaya has been pursuing his academic career at the Ankara Social Sciences University Faculty of Law. He received the title of Associate Professor in 2022. He has authored numerous academic works on topics including private international law, citizenship law, foreigners' law, international trade law, international investment law, international intellectual property law, and international competition law. He is a member of WTO’s Indicative List of Governmental and Non-Governmental Panelists. He also serves as a Panelist for disputes related to .tr domain names.
