Ramazan Çağlayan (Prof. Dr.) graduated from Marmara University Faculty of Law in 1992. He completed his Master's degree at the same university in 1994 and received his PhD from the Istanbul University Faculty of Law in 1999. He worked as research assistant (1993-1999) and Assistant Profesor (1999-2004) at Atatürk University Erzincan Faculty of Law. In 2004, he began working at Kırıkkale University Faculty of Law, where he became an Associate Professor in 2007 and a Professor in 2013. In 2020, he was appointed as a Professor to the Department of Administrative Law at Ankara Hacı Bayram Veli University Faculty of Law. He still holds this post. During his academic career, he has held various positions such as membership in the university's management board and senate, head of department, vice dean, and director.
Between 2008 and 2009, he served as the Principal Legal Advisor of Council of Higher Education. From 2009 to 2010, he served as a consultant for BOTAŞ General Directorate. Between 2012 and 2016, he served as a member of the Information Evaluation Board, to which he was appointed by the Decision of the Council of Ministers. Additionally, He also served as a member of the Ministry of Youth and Sports- Sports Evaluation Board between 2012-2014.
